Leadership and management

Phase one of the national agreement states that all those with leadership and management responsibilities within the school should have time to focus on these activities.

The national agreement acknowledges that members of leadership groups and all those outside these groups with leadership and management responsibilities should have time for these activities in addition to their PPA time and with full acknowledgement of their work/life balance. Those entitled to this time may include subject leaders and coordinators, pastoral leaders, advanced skills teachers, SENCOs and initial teacher training mentors.

The headteacher is entitled to leadership and management time during school sessions, but whether this time forms part of their dedicated headship time or not is up to each individual school to determine.

It is also at each school's discretion how much time should be allocated for these activities. The national agreement states that it is unrealistic to determine a formula to calculate an appropriate amount of time, however any time that is given must not be to the detriment of work/life balance or PPA time. The School teachers' pay and conditions document carries additional guidance on how appropriate time for leadership and management time can be identified.

Interpretation of what activities can be carried out in leadership and management time will differ between schools. The following list contains a few examples of the variety of these activities are:

  • school improvement agenda
  • professional discussions with staff
  • monitoring
  • behavioural management
  • liaison with other agencies, and
  • parent and governor liaison.

The main goal of leadership and management time is to help raise standards. The allocation of an appropriate amount of time can help create better-run schools which are more effectively managed. The implications of this extend across the curriculum, school staff, workforce reform and pupil behaviour.

Contractual change

Section 4 of the School teachers' pay and conditions document details the contractual change on leadership and management time.
